Pigeons and doves produce a crop milk for their babies. Even though the baby is almost fully feathered, and is probably a fledgling, it still needs the crop milk from its mother. You need to put this bird back where you found it so that the mother can continue to feed it. The mother will not reject it if you have handled it.

Turn it over to a veteranarian or the bird dies.
