feeding birds on the street?

Im just wonder about feeding the birds on the street.

Is that legal for putting some crumb of the bread on the street for birds?

I can see many people are doing this on the street.
Does the law exist against this behavior?

    I suppose that it could be considered illegal under anti litter laws.
