One of the things that I have found repels dogs is if you release a three legged cat on the other side of the park. All the dogs proceed to chase the crippled cat, and, even if there aren’t any birds to feed on a particular day, entertainment abounds.

A good repellant? call the friggin cops. I have 2 dogs and would NEVER even think to let my dog off a leash in a public place. People are required in most cities to pick up their dog’s poo. This is what gives responsible owners a bad name.
If you don’t want to call the cops, get an air horn. You will not only freak the dogs out, but the owners will think twice about coming near you again. Oh yes, they will remember you!
