I love birds, myself, so I emphasize with you on this question. I have an Orange Winged Amazon Parrot, who lives inside of course, and I also have wild Blue Jays I feed, and Morning Doves that depend on my bird baths in my yard to provide them with water to drink and bathe in.
I have used fertilizers on my lawn in the past, and actually never thought along these lines till I read your question. Since wild birds rely on the worms they find in the grass after the rains, and after you water your lawn, and as far as I now do not eat grass, my hunch would be that a fertilizer type product would be okay.
If you are concerned, and you feed the birds wild bird food seed mix, place it in a birdhouse feeder that hangs from a tree, or in a dish on a patio table, as opposed to tossing the seed on the open lawn area. Then they won’t have to dive down to the grass to fetch it. It may take a few days for the birds to figure out that you have placed the bird seed in a different area. Birds are very cautious because they are so subject to other predators.
I would think that one would have to worrry more about cats eating the grass, which they often do, which is a natural process for them to sometimes clear their digestive tract.
I can’t be 100% sure about birds, but maybe you can see what is indicated on the packaging label.

If you need a good weed and feed, I would suggest corn gluten meal. It’s made mostly of corn meal and is organic. It prevents many weeds from germinating and also acts as a fertilizer. Early spring and early fall are the best times to put down.
Provide an alternate food source for the birds. We have feeders that are away from the grass areas. Never had a problem since. Remember to water the application in. Any liquid fertilizer that sets on your grass blades can stress it out. Apply one eveninig and water the next day.
If it is toxic and they eat a bug or a plant that has it on it. Pesticides are especiall harmfull to birds.
