First of keets don’t use nesting material. They lay their eggs on the bare bottom of the nest. There is a block that goes in the bottome of the nest that has a round concave hole cut in it. It is about 5/8″ deep and 31/2″ across. This helps the birds to keep the eggs under her.
What you need to do is to go purchase a bood about breeding budgies. You can pick one up for less than ten dollars and it will be
worth four times the cost.
Keets breed in colonies in the wild. There will be hundreds of pairs of birds nesting in a grove of Eucalyptis trees. They in fact need the chatter of these breeding pairs to come into breeding condition. That could be the problem with your pair. There are exceptions but not a lot of birds are successful without the chatter from other breeding pairs.

It looks like you have a compatible pair of budgies. But you need to contemplate whether they’re too old? which is unlikely though. Budgies don’t need nesting supplies to put in their nest boxes, they will lay their egg on hard floor but for comfort, put woodshavings that can be bought at petstores on the bottom of each box. Also, is it getting to cold for them? If you live in the Northern Hemisphere and it’s Autumn, they probably won’t want to – safety of the chicks. The signs of them breeding sound good – give them more time to get themselves in preparation. My budgies took a year after placing a box in, but the hen having larger poo is a good sign there may be babies on the way as they will begin to produce eggs.

No i do not think that they will breed as normally you need three pairs or more as budgies need the group to breed.
