Do you have a pair of lovebirds consisting of a male and female? Sometimes, people may have a pair consisting of two females.
Depending on the environment, even if you have a “true pair”, it may not be suitable for the birds to breed. The birds should be living relatively stress free and should be supplied nesting material to line the nest box.
Also, sometimes, birds will only mate during warmer weather. Diet is extremely important. Lovebirds (like many caged birds) cannot be fed only seeds. They must have a variety which includes fruits, vegetables, greens, sprouted grains/legumes, etc.
